The Port Authority manages and coordinates the aspects regarding the conservation and exploitation of the harbour.

This task has been carried out since 1927, when the first Committee of Works of the Pasaia Port, which was the previous name of the Port Authority, was created. The entity is also in charge of planning and promoting the harbour.

The Board of Directors of the Port Authority includes a wide representation of sectors, and their participation provides the necessary plural view of the port organisation.
