The main priority of this approach is the indispensable and urgent integral regeneration of the Pasaia Bay.

In order for it to be a really integral regeneration, the port activity must leave the current location, mainly, due to environmental reasons.

But, as true as that fact is that Gipuzkoa and its industry can not do without a commercial port to export its product.

And the economy from Gipuzkoa can not loose the three thousand jobs that the port creates directly or indirectly either. That amount of jobs makes it, in other words, the most important industrial area of the territory.

At this point, there is only one possible solution: building a new port, and building it in a close location, so many of the infrastructures that turned Pasaia in the first example of intermodality years ago, even before that term was created, keep being useful.
